Water works by cooling. It soaks into the burning material and drops it below the temperature it needs to keep burning, which puts the fire out right through rather than just at the surface. Powder and CO2 smother the flames but leave the fuel hot, so deep-seated fires in stacked stock or timber can flare back up. Water doesn't have that problem.

Important: water extinguishers must never be used on flammable liquids or live electrical equipment. Water conducts electricity and will spread burning liquid. Sites with mixed risks should pair a 9L water unit with ABE powder or CO2 for full coverage.
